Managing Crowds and Communities post-Incident

Wednesday 28 February 8:00AM - 10:00AM

The reaction of crowds on Oxford St on 24 November to reports of shots being fired is not too surprising. A degree of confusion is an expected reaction to a major traumatic event, whether real or perceived, especially for people who are caught unexpectedly in the open. A similar reaction was observable at the Manchester arena in connection with that recent terrorist attack, but was also a significant feature in the distant Hillsborough disaster where terrorism was not a factor. While good building design and sound event planning can go a long way to forestall tragic incidents, there is much to consider when managing crowds and communities, which often have a dynamic all of their own. This briefing will consider what role crowd dynamics can play in post-incident behaviour and how best practice can be applied in various, mass self-evacuation scenarios.
