Investing north and south – delivering for passengers wherever they are

The key challenge the railway must address is capacity and congestion on the network.
Major upgrades and new infrastructure projects will tackle these critical challenges and deliver a better service for passengers.
That is why we are delivering a number of transformative projects. In London, millions of passenger journeys will be improved as new services like Crossrail, Thameslink and Waterloo are completed. We will also continue to update existing lines, such as the Brighton Main Line and South Western Main Line, to increase capacity on busy routes.
Network Rail has an important strategic and delivery role and is best placed to deliver on projects from Crossrail 2 to those encompassed by Northern Powerhouse Rail, whilst importantly ensuring the new lines benefit as many people as possible.
Our plans for Digital Railway, supported by targeted infrastructure interventions, are key to providing passengers with more trains and more efficient services. In the next year, a number of schemes will be coming into service using this new technology, including Crossrail (The Elizabeth Line) and Thameslink, as well as Traffic Management schemes at Cardiff, Romford and Didcot.
Lessening the burden on taxpayer funding
But we can’t do this all alone, so we are expanding the base of funding for these projects. We are making it easier for third parties to build and invest on the railway, easing the burden on the taxpayer and representing major opportunities for new housing and higher quality developments around railways. A significant portion of this funding will be directed towards reducing delays on the railway.
Looking to the near future and the coming Control Period, the devolution agenda will play a greater role. Devolving power to our routes and enabling local decision-making is simply the best way of setting ourselves up deliver a better service for passengers, regional stakeholders and our lineside neighbours.
As we go into CP6, we remain committed to improving the reliability of the network, and to delivering a world-class network for passengers.
