David has headed up London First’s work on infrastructure policy since 2010. His priority area of focus is presently Crossrail 2, where he is leading a programme of work on the case for Crossrail 2 and on funding and financing options.
He is also a member of the expert panel supporting the Crossrail 2 Independent Affordability review set up by the Mayor of London and Transport Secretary. David was previously a Special Adviser for three Transport Secretaries from 2007-10, over which period he advised on the then Government’s decisions on a range of issues including airports expansion, Crossrail, HS2 and congestion charging.
Before that he was a Special Adviser at the Department for Communities and Local Government focusing on housing and planning, and a civil servant at HM Treasury where he worked in the Productivity Team (including on secondment to the Barker Review of Housing Supply) and on public spending on housing and planning.
David is a member of the Thames Water Customer Challenge Group and the UK Power Networks Critical Friends Panel, and sat on the Mayor’s Roads Task Force. He is a regular commentator in national, London and trade media on transport and infrastructure issues.
